Scrolling panels on View Paper page #12

At least in Firefox on Linux - I can't test any other browser at this stage - when dragging the vertical scrollbars on the panels in the View Paper window, the drag event fires, overriding the scroll event.

This has now been called the jump-creep bug. Dragging the scrollbar makes the panel jump/creep across the page. Roshan said he could fix it by slowing down the scroll event but a question arose: "do we want the user to be able to reposition the panels at all?" Mark suggested that if the interface is designed well and the panels were fixed, there would be a usable and consistent experience for all users. And if phone support was available, it would help if the panels were in a predictable place.

Suggest that the panels are fixed in place.

Another question is then around the delete function on each panel. Do we want that to become a collapse function, or remove that one as well?
