bridge/tunnel false connections to roads above/below #17

In some cases, briges and tunnels are connected with the road underneath (or above).

This is caused by an error in the original NVDB geometry, ie they actually are connected in the geometry, and to fix this the script need to identify and remove this error.

As this only occurs quite rarely in bigger cities and the JOSM validator detects it, and it is a bit cumbersome to implement a safe solution, this issue is low priority.

maybe a better option would be to add a fixme tag in these cases and point to the report an error form on NVDB.
