Dependabot hasn't been bumping the pymarkdownlnt we use as we were using ^ in pyproject.toml

- What I did

Bumped pymarkdownlnt to latest (0.9.25)
Rebuilt requirements.txt to get hashes
Updated workflow to use Python 3.12, which is the default for Ubuntu 24.04 (about to become ubuntu-latest)

CI should run clean
