- What I did

ensure cached keys like 'cached:public:publicKey' are not considered protected keys

- How I did it

isProtectedKey() in DeleteVerbHandler now accepts a named parameter 'isCached'
isProtectedKey check returns false if 'isCached' is true

- How to verify it
