New issue after 0.2.15 - something in the actions packaging step got broken.

After a bunch of attempts to try to enable js(BOTH) build. I gave up and reverted all those changes.

Most of the reason why it cannot be enabled is described at d4c2727, but the (attempt to) fix didn't work because the relevant tasks don't still seem to be enabled, while JS npm looked created (which was wrong, was just a stale artifact).

Now everything is reverted back to 0.2.15.
