What is the purpose of this pull request?: Replace readiness and peer-finder scripts with bash equivalents

What issue does this pull request address?: Fixes # More universal images can be used, no python dependencies

Notes for reviewers to consider: verified on GCE with dynamic pv storage and local host paths
