Adding apt proxy configuration to the promenade templating engine.

Re-worked the apt.conf logic as per @mark-burnett's recommendation

@aric49 can you also move this into the drop in directory, /etc/apt/apt.conf.d/05-proxy or similar? Otherwise, LGTM
