building with Cygwin instead of NMAKE #1495

Please provide a command list for Cygwin users. "bin/package make" doesn't work for Cygwin.

AT&T has abandoned development on this repository. Please use https://github.com/ksh93/ksh instead, that is where current development is happening and we've fixed it to build on Cygwin as well.
