switch to github v3 API #481

Currently we explicitly request the beta API, so we shouldn't be affected when they switch the default on April 15, 2014.

However, there aren't all that many differences, and beta will eventually go away, and who wants to be using an old version?

Want to finally take care of this for 1.3

Note the workaround @s-u put in da59c54bc50aedab14537da7bdbedc51c282e82a. It seems fork_of, an undocumented attribute, might be inconsistent about whether it's beta or v3 about it's owner vs user.
