force panels to collapse if there's really not enough space #566

If the window is squished enough, there really isn't ever going to be enough room to display everything, so we'll have to resort to collapsing something (last opened? ugh)

Basically fall back to suggestions like #437 to collapse one thing when showing another.

Do it manually for now. pushing to 1.1
