Not sure if this project is ready for ctan but at some point in time, we should fully (more publicly than silently on github) release it.
It would be nice to wait for a response on https://github.com/minoki/cluttex/issues/17#issuecomment-1989660371 first.
Also at the moment I'm not sure if this project isn't still too close to the upstream cluttex. The only new features are support for memoize, sagetex and the glossaries option.
