Polygons should support 0 or more innerBoundaryIs #7

I just downloaded and reviewed the code.  Looks to me like the polygon object 
supports one instance of BoundaryIs as and InnerBoundaryIs.
If I am not mistaken, m_InnerBoundaryIs should be a List of BoundaryIs 
objects.  Unfortunately, I know next to nothing about XML serialization 
(which is why I downloaded this) and I would not know exactly what the fix 
is.

Once again, I could be mistaken.  If such is the case, feel free to explain 
as if I was 3 years old.
