Update authlib to newest version #675

Currently we use very old authlib==0.11 package, that should be updated to newest 1.3.1 version.

Since, there were a lot of changes sinc 0.11, upgrade most likely will require changes on Spinta code tool.

Read authlib changelog, to better understand, what changes were made since 0.11 version.
