Short description of the idea (140 character tweet):
An app to help citizens and contractors determine which permit(s) they need and help start filling out the application.
What is your project concept or idea? What challenge or opportunity will it solve?
There are over 100 different permit variations of construction permits that need to be applied for. The City is working towards making these permits available online, but the current solution entails an applicant self-navigating to the correct permit and proceeding from there. The process can be confusing and applying for the wrong type of permit can have financial implications from the fees that are charge, as well as impact to overall turnaround time which is key to many developers. I think it would be ideal to create a user-friendly app (mobile app and plug in to existing webpages) that would help people through this process in a "wizard" type approach.
I believe permit applications are a good place to start, but eventually I believe this "wizard" could be expanded to provide guidance on all development applications, as well as the inspection process after the permit is issued. Scalability will be important.
Who will benefit from your project? Describe the humans at the center of the problem - who are they?
This project would benefit anyone applying for a City of Austin development permit, but largely this would benefit those non-professional applicants who do not do much business with the City. Often, large developers or permitting services will be familiar with which permits are needed and how to apply. Smaller businesses or people looking to do improvements to their primary residence may not have the same level of experience. The applicant is often forced to navigate the City website and sift through many different pages to try and find the information they need. This wizard is mainly for those infrequent users, but will also have benefits for high volume users.

The solution is currently only a concept. Here are some examples of other cities which have a "wizard" type function to finding required permits:
