Proposed by to me by Thiago on Telegram.

Implement localization support for the text that Roboruri replies with (such as the ones found here)
Fetch native synopsis data from a database that isn't MyAnimeList, Kitsu, or Anilist (probably not as feasible for multiple languages)
Translate synopsis data on-demand through Google Translate/Bing/etc.
Implement /setlanguage command that assigns a chat_id to a language code (ISO 639-1)

This can be approached with some refractoring and using MS Azure's free translation API.
