Bower configuration #22

According to .bowerrc in this repository, the Bower dependencies should be installed to assets/bower_components, but that path doesn't seem to be used anywhere. Instead the front-end assets are loaded from the bower_components folder in the root of the repository, which is checked in. Is that on purpose? If yes, then there's not really much need of either .bowerrc or bower.json I believe.

Bower is no longer being used so this issue is no longer relevant.
