The reason why this is happening, is because the golbat sees you and wants to fight you But the nosepass doesnt see you and wants to follow the golbat (and stays still).

Cab be reproduced by having a single enemy team arranged like this: image The leader is at the bottom, the second in command at the fork. They will not move.
