in other pmd games, the items menu also displays what would be on 'the ground' as on a separate page (if there was one). this occurs even in rescue team, ftr. pmdo doesn't do this and you have to use the esc key in order to forcibly open that menu to use an item that's on the tile directly under you, making item management slightly more inefficient
