This post will serve as an umbrella issue for implementing later-gen Pokemon. There are several requirements for release:
The Pokemon exists in data. PMDO data is pulled from PokeAPI so this is fulfilled when the upstream has it.
The Pokemon exists in graphics with quality sprites and emotions. This data is pulled from SpriteCollab and is fulfilled when the repo has it. Some sprites do not meet quality standards for PMDO despite existing.
If it evolves into another Pokemon, that evolution must also be complete. Pokemon that do not have complete pre-evolutions are fair game.
The Pokemon needs its signature moves and abilities completed. This is more of a nice-to-have.

This list will be updated as more Pokemon are added via spritebot/pokeapi.
There is no expectation that all or any of this will be implemented in the final release. That said, modders can use this as a resource to find low-hanging fruit in terms of new Pokemon to try out.
