First impressions

From your readme, it looks really cool, and I'll try to get it to work later for a more detailed impression but here are some quick nitpicks

readme

• roguesharp has moved to https://github.com/FaronBracy/RogueSharp
• overview is too implementation-focused, could use general step names (eg PerlinWaterStep<MapGenContext> → "Perlin water generation") and have source links
• Section "Overview" could possibly be moved to separate docs/ folder
• could use a docs generator, with all implementation details in docstrings

code

• nuget?
  • if end up using nuget, maybe move some functionality to packages?
• consistent code style?
  • commented code, not needed since version control
  • linter/formatter?
• needs better documentation
  • needs documentation?
    • could also see if 0-8 could be a separated thing
  • possible encapsulation in structs of XY and corner coords
  • repeated code
  • more docstrings
  • perlin noise either needs link in docstring to algorithm description or more inline comments.

usage

• setup instructions?
• possibly see if .NET Core SDK for Mac and Linux, if it doesn't rely too much on windows/win32 apis or whatever
