Fully functional cookiecutter in Docker.

I've only tested this on Linux (Fedora 26), it would be nice to test on OSX too.

If you're happy with this PR, you'll want to set Docker Hub to build with the following configuration (note that the name field is actually set to /.*/):

and then make tag to tag this commit as release 1.5.1, which will trigger a build named cookiecutter/cookiecutter:1.5.1.
