Updated to Windows 10 specs, updated tools #69

  1. Updated Windows tile asset sizes for Win 10 and legacy support, according to new MDSN Guidelines. I also consolidated some of the ICO File section as a result.
  2. Removed http://blog.morzproject.com/convert-multiple-png-images-into-a-single-icon-file/ — Site can't be reached.
  3. Added some other good tools and resources, along with the relative links (footnotes)
