Request to relicense #35

Fedora plans to reclassify the CC0 license such that it would no longer be allowed for code. There is an explanation from Fedora's legal https://lists.fedoraproject.org/archives/list/legal@lists.fedoraproject.org/thread/RRYM3CLYJYW64VSQIXY6IF3TCDZGS6LM/ and there is some commentary at https://www.theregister.com/2022/07/25/fedora_sours_on_creative_commons/

The CC0 license is very similar to MIT or ISC licenses and either might be a suitable substitute. Similarly the Apache license might be suitable.

It looks like https://packages.fedoraproject.org/pkgs/perl-Module-Signature/perl-Module-Signature/ is still around — @djzort do you have an ETA on when it will be delisted without a license change?
