Somebody with some Java experience should be able to download and install
Eclipse and the necessary plugins if he does not has them already. IMO it is
better to outline projects general design and existing components. Without it,
it can be easy to get lost in all the classes and packages.

Sure I agree with you that the outline is required but don't dismiss the simple
getting started instructions.
Not everyone needing access to the latest version is/will be a developer. Just
moments ago I instructed Mushin on IRC how to get eclipse, checkout our project
and run it. He needs it to test the 'bleeding edge' version. I see value in
this.

Thanks atb001. I added it to the wiki (with some tweaks). I changed the URL
for the page that contains the Java download because it looks like java.com
only lets you download the JRE? Since Eclipse uses it's own Java compiler, you
can still compile programs with only the JRE, but there are some development
tasks that you can only do with a JDK, so I think that it's better to download
that instead. Tell mulander thanks too!
