drop all debian things from Makefile #6

the original source code should not ship debian/* or related things in the build system

Hi,

first of all thanks for your contribution!

I disagree with the categorical "should not ship debian/* or related things". As long as ssocr is not packaged for Debian GNU/Linux, this is a convenient way for me to create a package for installation on Debian or Debian Derivative distributions.

If you can show me a Debian packaging effort for ssocr, I am willing to consider your pull request. But I do not know of any and thus intend to keep this functionality for now.
