Service Calls handling structure / framework

Create some sort of framework that can map python functions into service calls, that way we don't need to write handlers every single time.

RosLibPy is probably okay

• [x] check to see if ROS 2 support
  • https://github.com/RobotWebTools/ros2-web-bridge ROS 2 support is in the works.
• [x] check to see if it supports latest ROS 1 (Melodic vs Kinetic vs Noetic etc)
  • [x] Check to see if the developer community is active.
  • RosLibPy is one of the 3 major Rosbridge client type implementations. I'm pretty sure it will be updated to work with the v2 ROS websocket protocol.
