For some reason <wordasword> is not omitted here.

The rule seems to work outside the XML tag.
According to http://community.languagetool.org/analysis/analyzeText this should work as XML tags are excluded. The false positive is also not reproducible with http://community.languagetool.org/homepage/simpleCheck?lang=en.
