feat: send emails on account creation and digital item purchase #162

Description

IMPORTANT TO KNOW

I didn't add test, don't know how we should do it in the gitlhub actions CHANGES

This adds a mailer interface that can be used to parse templates into emails and send them.
The first template for sending a digital license item login email is implemented
A user creation triggers a password reset email. This can be adopted for the vendors, too.
