Top panel becomes transparent when entering fullscreen #680

Description

After exiting fullscreen applications, the top bar blur seems to be gone. When going to overview and back, the blur returns. This does not happen at all times but especially when going fullscreen on youtube videos, this issue happens pretty often. The following screenshots depicts the issue well.

Steps to reproduce

  1. Make an application fullscreen like youtube
  2. Interact with it
  3. Exit out of fullscreen
