Auto-redeploy should use staging directory #210

Applies as r4050

Currently possible to have well isolated mechanism for updating and
redeploying via the use of temp files (with extension tmp).

Would be useful to support a similar mechanism involving a staging
directory. e.g. WEB-INF/staging or WEB-INF/modules/staging
