Web build flattens contents of webconfig when writing to WEB-INF/classes #226

Applies of r4272

For example, if webconfig in the web project contains a
images/app/logo.gif, then should be copied into WEB-INF/classes (and
startup for jetty build) as images/app/logo.gif, and simply directly into
the classes directory.
