Add ResourceServlet from Spring Web Flow JS module #265

The Spring web flow js module contains a ResourceServlet which is useful
for resolving resources packaged within a Jar. However, the SWF JS module
also contains various other files (javascript, tiles-related, etc) which
bring in unnecessary dependencies.
