Create separate host project instead of using web module for that purpose #277

Applies as of r5014

The maven support has forced splitting into separate modules for the host
web module vs the application web module.

This is a good idea in practice as the this is effectively how things apply
at runtime.

Should update sample to this effect, creating extra web projects where
necessary.

Fixed with r5116. All samples as well as generated starer application have been
updated to use this mechanism.
