Define default repository directories in terms of Maven scopes #278

Applies as of r5029

Currently the subdirectory in the local application repository is used, but
no established conventions as to how.

Should use maven scopes, as defined in
http://maven.apache.org/guides/introduction/introduction-to-dependency-mechanism
.html#Dependency_Scope

This will allow for better defined rules as to what gets included in a web
project build.
