repro: when global settings are set to comment moderation - and change from "moderated" to "approve" and vice versa thru the authoring interface will rewrite the comment
If comment was UTF-8 before then it is rewritten in ISO 8859-1 - which appears strange in an output which expects UTF-8
BTW: commentor's name - which may also contain UTF-8 characters - is NOT effected
