Closes #313

Renamed runtime.proto to cells.proto
proto package was also renamed from "aurae.runtime.v0" to "aurae.cells.v0" (go_package as well, so ae is probably going to break)
Deleted runtime.PodService (and other non CellService code) in favor of new cri services
