Add grunt server task with livereload support

The server task allows a new user to view the boilerplate site without running their own server.

Furthermore, since Livereload support is now built into grunt-contrib-watch, that has been included for convenience as well.

as this is a slightly larger change than my recent ones, feel free to let me know if you'd like anything cleaned up.
