Invalid handling of `genesis block` in multiple RPC methods #121

The following RPC methods are affected by the invalid handling of the block number prior querying the genesis block. This line always produces the latest block number.

eth_getBlockTransactionCountByNumber
eth_getTransactionByBlockNumberAndIndex
eth_getUncleCountByBlockNumber
eth_getBlockByNumber
