Packaging and ci pipeline #30

Closes #25 and closes #19 and closes #31

Package cyclops using modern pyproject.toml standards and add a github actions CI pipeline. Also modify code outside the source directory (i.e. tests, tutorials, examples) to use the packaged version. Update README instructions accordingly.
