Fix global settings file path #82

Now the path is the same as documented: /etc/rmate.rc. Originally, the script searched /etc/rmate.

Thanks! I decided to still support (unofficially) a configuration file named /etc/rmate and additionally your fix. I am not sure, if anybody relies on the old behaviour.
