Allow our FC layers to be exported

Reported by John (6 Feb 2023): The data export function is still not operational. Click the dots next to about data on the total vegetation cover layer, click export, draw a polygon of the area to be exported, and the error comes up.

Suspect this is a setting in the config for each applicable layer/group.
