Added NCRA states, coastal, and marine #5

Resolves #4 I have added shapefiles to /g/data/ia39/aus-ref-clim-data-nci/shapefiles/data/ for three NCRA region groups. These are: NCRA_Marine_region, NCRA_regions_coastal_waters_GDA94, and ncra_regions. In this fork, I have added information about these three directories in the README. I have also made Jupyter notebooks with brief examples following the existing notebooks for other regions. I have also added a processing file for NCRA_Marine_region to convert northings/eastings to lat/lon coordinates. @DamienIrving

Thanks, @xenct - these are great.

I'm going to go ahead and merge this PR. I might then have a think about including information somewhere on the mask files you've generated. If I make any changes I'll submit a new PR and tag you as a reviewer.
