Add 'Scratch' folder to JupyterLab #44

Add a 'Scratch' folder in JupyterLab that sits under the 'Workspace' (previously Projects) folder.

This is where all the data that a user loads into a server should go.

Done.

When we have got some time, and know usage requirements, we may want to revisit this, and check what type and size of storage we want to put behind the various mount points.
