Add Terms of Use check box before all log in buttons #45

Can be similar to how we do it in BCCVL (see screenshot).

I think Keycloak would provide that functionality as well. Using that feature (let's hope it does what we want), would put it in front of every log in and we probably have a flag stored inside keycloak to know who accepted it and who didn't.

Whenever we change it, we cane force users to accept that again.

Advantage with Keycloak ... it will actually be enforced Disadvantage (way be an advantage as well): a user has to agree only once (or whenever we force it)
