Allow users to view files in Workspace #59

i.e. enable them to view Notebooks, text files, images. Things that are easily viewable in a browser.

Would you like this to be similar to the way BCCVL handles files for previewing? Viewing notebooks would in this case launch into the JupyterHub environment, which will need further investigation, but other resources like images and text should be fine.

Notes/ideas:

make the difference between previewing/downloading clear
file popup/over to separate component
split pane directory & resource preview (like OS file explorers)
