revid: binary distribution #7

Revid should only be made available in binary form, i.e., without the av source code.

The distribution should acknowledge 3rd-party packages where required to do so.

Among other things, the Makefile in av/init needs an overhaul.

We've standardized on the use of /opt/ausocean for AusOcean software:
