OK. I apologize. When my Bluetooth is not on. The volume is increased for my
phone calls. But still does not read text messages. Oh and I use textra for my
messaging app. I also tried using Facebook messenger. And Yes I checked them in
the A2DP accessibility

What stream are you using to read the messages? Stream is selected in the edit
device screen. Click the device in the list and click edit. Make sure that
device has the read notifications checked. The settings are per device so you
need to configure it for each device you connect. I think you should use the
music stream for that headset. Can you hear the TTS test in the Android TTS
settings? Does it also work over Bluetooth?
Then app needs to see a device connection to respond. For Bluetooth devices
your Bluetooth MUST be left ON for this to work.
Use Ad@P Volume in accessibility, not TalkBack.

Make sure you have selected all the notification apps you want to hear messages
from. very few are enabled by default. You need to go into the "apps for
accessibility" in the setting menu to select them.
