Tracks 2.0 sync does not save the "complete" project state #272

What steps will reproduce the problem?
1. Configure Shuffle to sync to a Tracks 2.0 host
2. Mark a project as complete in Tracks and synchronize

What is the expected output? What do you see instead?
The completion status should be synchronized. Instead it doesn't because 
shuffle does not handle the "complete" project status, instead it ignores it.

What version of the product are you using? On what operating system?
Shuffle 1.7.2 with patch from bug 268 and bug 270. Android 2.2.

Please provide any additional information below.
The solution is to make Shuffle match the completed Tracks state to its own 
Active state. Until now it did the same with the hidden Tracks state.
