the framework buttons not active anymore #22

If I go to edit my template, none of the buttons are active. I cannot do 
anything with it.

I am using Gantry v3.1.15 with the Panacea template 

There is a message in red next to "static css" and it says (Gantry v3.0.6+ 
Required, but I have a higher version installed.

How do I fix that?
