I'm currently working on the project again, i'll have a look at this issue at
the same time.

I've checked out this issue, the only problem i've experienced is PHPPI would
not allow you to browse to a folder with Cyrillic characters, it would think
the folder doesn't exist.
I've added a fix for that issue, however I did try placing PHPPI into a folder
with Cyrillic characters (such as russian) and it worked without issue.
You might need to update your php/apache install (see a similar issue here
https://bugs.php.net/bug.php?id=37672) if it still fails after the next update
which should be very soon (within a week).

Ok i'll have to try your folder name on my install and see what happens. I did
try some Russian when testing but yours might be different.

Ok i've checked it out, it appears russian (cyrillic) characters appear as
question marks when used on WAMP servers (possibly all windows servers). This
appears to be a windows (php/apache setup) issue. I've done some research but
have not come up with a solution yet, once I do (if possible) I will apply the
fix. Currently it looks like it's not an issue with PHPPI.

As mentioned previously 1.2.0 does not fully support windows servers (including
WAMP). I am working on support for windows in the upcoming 1.3.0 release.
